Halsey Taylor/ Elkay 66654C Cartridge/ Regulator W/Red Spring. Genuine Halsey Taylor & Elkay replacement part used in their water coolers and fountains. This item inserts into a 36247C Solenoid Valve. Because it is self contained and always open it is the only cartridge that can be used in that type of solenoid valve. This water cooler and drinking fountain part is used to control or regulate the incoming water pressure to a preferable stream height. This regulating cartridge has a plastic body wrapped around the internal diaphram. As you activate or push down on the spring end of this valve, the water passes by the regulating cartridge and out the spout. To adjust this drinking fountain cartridge, there is a flat head screw driver impression right in front of the spring. As you tighten or turn to the right the stream height increases. As you loosen or turn to the left the stream height decreases. Make sure not to over tighten this screw or completely remove this screw as this will damage the internals of this water cooler and drinking fountain regulating valve.
